It is unlawful for any person to sell, display for sale, or offer for sale any goods,
wares, merchandise, food, or other personal property of any kind or description for
which a price is asked and the article delivered on or from the public sidewalks,
streets, or alleys of the city or from any other city-owned place unless such person
has first been issued a street vendor's permit by the community development director
and the police chief for each vending location and unless such person complies with
all of the requirements of this chapter.
