  • The city council finds that the storage or accumulation of excessive numbers of used tires is a public nuisance in that it tends to reduce the value of private property, promotes blight and deterioration, invites plundering, creates fire hazards, constitutes an attractive nuisance creating a hazard to health and safety of minors, creates a haven for rodents and insects and is injurious to the health, safety and general welfare of the residents of the city.
