§ 8.06.120. Requirements for franchise effectiveness.

A franchise granted pursuant to this part shall not become effective unless and until all of the following requirements have been satisfied:
(1)

The ordinance granting the franchise is effective;

(2)

The applicant and the city have executed a franchise agreement;

(3)

Within 20 days from the date of adoption of the ordinance granting the franchise, or delegating authority to the administrator to grant the franchise, the applicant to whom a franchise has been granted has filed with the city clerk evidence of compliance with the insurance requirements specified in the franchise agreement.
