§ 8.06.040. Franchise agreement.

It is unlawful for any person to engage in the business of collecting, transporting or disposing of commercial debris kept, accumulated or generated in the city unless:
(1)

A franchise therefor has first been granted pursuant to the provisions of this chapter and such franchise is in full force and effect; and

(2)

A written franchise agreement therefor has been executed between such person and the city and such agreement is in full force and effect.
