§ 8.04.065. Scavenging.

No person, except a duly authorized city employee, shall scavenge, search through, pick up, or remove any solid waste or other material which has been placed in any trash container or bin owned or maintained by the city or set out by the city for recycling or collection without written permission from the department of public works to do so.
