§ 5.04.060. Appeals.
Any person aggrieved by any decision of the city clerk with respect to issuance or refusal to issue a license under this chapter may appeal to the city council by filing a notice of appeal with the clerk of the council. The city council shall thereupon fix a time and place for hearing such appeal. The clerk of the council shall give notice to such person of the time and place of hearing by depositing it in the United States Post Office in the city, postage prepaid, addressed to such person at his last known address. The city council shall have authority to determine all questions raised on such appeal.
