In any district in which the height limit is less than 75 feet, public and semipublic
buildings, communication equipment buildings, schools, churches, hospitals, other
institutions and commercial buildings permitted in such districts may be erected to
a height not exceeding 75 feet upon securing a conditional use permit from the planning
commission.
