A service connection may be relocated by the city at a customer's request, providing
the relocation, in the judgment of the city engineer, is not detrimental to the city's
water system. The cost of the relocation shall be paid by the customer. The cost shall
be estimated by the city engineer and shall be paid in full prior to the performance
of the work. Where a service connection is relocated for the convenience or protection
of the city, the relocation will be at the expense of the city.
